Platform-neutral HarborClient engine: types, request orchestration helpers, and shared utilities.

This package is the shared runtime used by the HarborClient GUI, CLI, and storage adapters. It has no Electron, Redux, or browser dependencies — hosts inject transport, persistence, and UI-specific services.
